The Board believes that:
1. Citizens want the opportunity of quality integrated education to be available to all children.

3. All employees and citizens of the community need to cooperate if steady progress is to be made in extending both quality and equality in the school system.
Board policies and actions of the administration will be directed toward extending equal educational opportunity for all students, a quality integrated school system, a balanced staff, and the extension of equal opportunity employment.
